Welcome to the HPP CARES Program, established to support participants in using their Housing Choice Vouchers (HCV) to achieve homeownership. Our program helps low-income families use federal assistance to buy and own their homes. Explore our sections to learn more about how you can achieve homeownership through our program.
Overview HCV Homeownership Program
The HCV Homeownership Program allows eligible families to use Housing Choice Vouchers to purchase a home. This program provides monthly housing assistance payments to help with homeownership expenses. It's designed to help low-income families transition from renting to owning a home.
To participate in the HCV Homeownership Program, families must:

- Be current participants or selected from the waiting list.
- Meet income and employment requirements.
- Complete a homeownership counseling program.
Eligible families include first-time homebuyers, cooperative members, and families needing reasonable accommodation for disabilities. Families must meet minimum income and employment requirements and have no prior mortgage defaults.
PHA of HCV Homeowership
Public Housing Authorities (PHAs) administer the HCV Homeownership Program. They help families find eligible homes, secure financing, and ensure compliance with program requirements. PHAs also conduct inspections and provide ongoing support to participating families.
